An Ocean Springs man will spend the rest of his life behind bars in a federal prison after pleading guilty to child pornography charges in U.S. District Court.
District Judge Louis Guirola Jr. sentenced Philip Joseph Spear to 160 years in federal prison and a lifetime of supervised release for producing, transporting, distributing and possessing child pornography.
Spear, 59, pleaded guilty March 9 to a six-count bill of information. His victims ranged in age from infant to 16 years old.
Spear was accused of producing, possessing, transporting and distributing child pornography. He is also accused of videotaping a 15- or 16-year-old girl he knows having oral sex with him, according to an investigator’s sworn affidavit.
The crimes occurred between Feb. 14, 2010, and Sept. 8, 2016.
He also was ordered to pay $47,500 in restitution to his victims and was given a special assessment of $30,000 for a related crime under the Justice for Victims of Trafficking Act.
The FBI raided Spear’s home in September 2016 and seized electronic devices including computers, hard drives, a digital camera, a media card and an iPad. A forensic examination showed images and videos of minors engaging in sexually explicit conduct.
“A principle part of the FBI’s mission is to protect the American people, and we are especially dedicated to the most vulnerable among us — children,” said Christopher Freeze, special agent in charge of the FBI in Mississippi. “Phillip Spear despicably violated the human rights of children and stole their innocence.
“We hope his sentencing of 1,920 months (160 years) in federal prison sends a strong warning and clear message to others who take par in unspeakable crimes against children.”
The case was investigated by the FBI Jackson Division’s Child Exploitation Task Force, made up of agents from the FBI and Mississippi Attorney General’s Office, deputies from the Prentiss County Sheriff’s Office and prosecutors from the U.S. Attorney’s Offices in Oxford and Jackson.

NORTH HAVERHILL — A judge has ruled that the 23 photos of a child's naked and battered body found on a defendant's cellphone can be used as evidence in his murder trial, according to the New Hampshire Union Leader.
Tommy Page is accused of sexually assaulting and killing 11-month-old Shawn Sylvester and is set to go on trial Sept. 11.

The Union Leader reported that Page tried to delete the graphic images, but investigators say they were able to uncover and investigate all of the photographs.

Page is facing alternate counts of first- and second-degree murder as well as manslaughter in Grafton County Superior Court.
Page was arrested back in 2015 for possessing 23 images of child sexual abuse. The photos found on his cellphone contained graphic encounters between an adult and a child. Police later found reason to believe Page had a connection to the death of 11-month-old Shawn Sylvester on Nov. 15, 2015.
The child belonged to the defendant's former girlfriend, Danielle Sylvester, who's home burned down less than a month after police found evidence that Page had committed sexual acts at the residence.

The judge rejected the defense's opposition to the photos being shown during trial because the warrant included all text messages, voicemails, and even photographs, dating as far back as possible, whether saved or deleted, the Union Leader reported.
A jury is scheduled to be selected Aug. 29.

A MAN who filmed himself sexually assaulting his victim as they slept “for his own perverse pleasure” has been jailed.
Rawdon Hume, 35, of Graig-y-Rhacca, Machen, had pleaded guilty to up to 26 offences, including the assaults, prior to the hearing at Cardiff Crown Court today.
The charges also include voyeurism, for videos taken of his victim in the shower, and possession of indecent images.
James Wilson, prosecuting, said that police searched Hume's home having received a tipoff that indecent images had been downloaded from there.
Officers found seven indecent videos of children - four of which were deemed category A, two category B and one category C - and 108 images of extreme adult pornography.
"When interviewed, [Hume] said 'I look at porn, I didn't know that that it was child porn but some looked young," said Mr Wilson.
He added that a further 14 images were found that, while not indecent, were deemed inappropriate.
A total of 60 video files taken by the defendant while he abused his victim were recovered from his laptop.
Mr Wilson said the offences took place for more than a year, and that when the victim was questioned by police, they admitted to having no knowledge that they existed.
Heath Edwards, defending, told the court that his client "fully understood and accepts" his actions.
He added: "He is utterly devastated at the harm that's been brought upon those that love him, and whom he loves.
"He now realises that many will suffer far more than him."
Mr Edwards added that his Austrian-born client had a “traumatic and blighted upbringing” where he suffered bullying, abuse, and dealt with the deaths of his brother and father.
During his sentencing remarks, Judge Jeremy Jenkins told Hume: "This was a sustained and determined course of sexual abuse which you carried out for your own sexual gratification.
“Whilst they slept, you filmed your actions and retained the images for your own perverted pleasure. This was a sustained breach of trust.”
Along with a sentence of nine years and four months imprisonment, Hume will be subject to an indefinite sexual harm and prevention order and will be a registered sexual offender indefinitely.

A former Prince George’s County school aide charged with taking and sharing cellphone video of children performing sex acts wrote a letter to the judge asking all state charges against him be dropped.
"I, Deonte Carraway, feel that my lawyer is not representing me in my best interest," he wrote in the letter dated June 12.
He said he hasn't been in contact with his lawyer in more than a year and he should have already gone to trial, saying he didn't sign a waiver. He said his family would reach out to the media if his concerns were not addressed.
"I wish only to be treated fair," he wrote.
The public defender's office did not return a request for comment.
The judge wrote back saying that his concerns can be addressed at his next court hearing and that he did sign a waiver to a speedy trial in August 2016.
Carraway already entered guilty pleas to 15 federal charges of sexual exploitation of a minor to produce child pornography. He is scheduled for sentencing in August.
Carraway was an aide at Judge Sylvania Woods Elementary School in Glenarden.
He admitted in his plea agreement he engaged in sex acts with children, using a cellphone to record the acts. He also told the children to perform sex acts with each other and gave them phones to record the acts.
He founded a club at the school and had children send him sexually explicit images in order to join. In court, prosecutors said Carraway video chatted with one 12 year old, telling the victim to perform inappropriate behaviors.
The abuse began in the fall of 2015 and continued for more than a year inside Judge Sylvania Woods Elementary, where he volunteered. He also reportedly recorded sex abuse videos in the homes of his victims and at the Glenarden Community Center.
Carraway was arrested in February 2016 after the uncle of a 9-year-old boy saw a nude image on the child's phone, police said. Investigators then linked the aide to other victims in the case.
Last year, Carraway was indicted in Prince George’s County Court on 270 criminal charges of sex abuse of a minor, sex offenses and child pornography. He pleaded not guilty. 
A man who filmed himself sexually assaulting a woman whilst she slept has been jailed for 17 years.
50-year-old Glynn Ellison, of Aragon Road, Morden pleaded guilty to 24 counts of rape and sexual assault at Kingston Crown Court yesterday (6 July).
Ellison carried out the actions between 2010 and 2011, and then uploaded the footage onto a number of porn sites.
The victim found out when a family member saw the videos online.
Glynn Ellison, 50, of Aragon Road, Morden, was charged in November 2016 with 25 counts of sexual assault, including rape, sexual assault by penetration and sexual assault by touching.
After initially pleading not guilty, he changed his plea and pleaded guilty to six counts of rape, 13 counts of sexual assault by penetration and five counts of sexual assault by touching.
The offences, which were committed between 2010 and 2011, involved Ellison committing the sexual acts when the victim was asleep or otherwise unconscious and filming them on his phone.
Towards the end of 2011, he began uploading the footage onto various pornographic websites.
This footage was found online in 2015 by a family member who informed the victim.
The victim had no knowledge of the events of the footage due to being unconscious.
Ellison was arrested and charged but maintained his innocence, pleading not guilty to all counts in January 2017, with a trial set for April 2017.
In February 2017, Surrey Police received information that Ellison was making plans to flee to Northern Cyprus.
Production orders on his bank account showed large amounts of money were being syphoned out of his accounts.
He was arrested and brought before the court as it was believed he was planning to abscond.
The court gave him bail with further conditions.
In March 2017 Ellison was arrested for breaching his curfew, placed before the court again and released on bail.
Ellison did not turn up at court on the morning of 3 April, the first day of the trial, having left his address early that morning.
He was not answering his calls and a bench warrant was issued for his arrest.
He was found later that day and arrested for the fail to appear warrant.
Ellison failed to attend court on 11 April after a doctor’s note was submitted to the court claiming he was unfit to attend. However, the Judge decided the evidence presented was not sufficient.
The bench warrant for his arrest was reissued and Ellison was finally brought before the court that afternoon following his arrest by Surrey Police officers.
Detective Constable Lyndsay Vallis, who investigated the offences, said: “I hope that the victim can somehow find the strength to get on with the rest of her life knowing that justice has been served.
“Not only did Ellison commit these horrifying attacks on his victim, but he took advantage of her when she was unconscious so he could film these deplorable acts on his phone and put the footage all over the internet.
"I cannot begin to imagine how this would have made her feel and I would like to commend her for the sheer bravery she has shown throughout the court process.
“I hope this reassures anybody who may have been a victim of sexual assault or rape that we take reports extremely seriously and specialist officers will always investigate fully and sensitively.”

Man who filmed sex assaults on 'unconscious woman' jailed 7th July 2017

BUFFALO — A California man who pleaded guilty to raping a 14-year-old Farmersville girl is facing child pornography charges in federal court.
A federal grand jury has returned an indictment charging Loren G. Warner, 27, of Fresno, Calif., with production, receipt and possession of child pornography, Acting U.S. Attorney James P. Kennedy Jr. announced Friday. The charges carry a mandatory minimum penalty of 15 years, a maximum of 30 years and a $250,000 fine.
Warner was arraigned Friday before U.S. Magistrate Judge Michael J. Roemer and is being held.  
The indictment and a previous complaint states Warner met the victim in early January at her family’s church and the two began communicating via Facebook and Snapchat, said Assistant U.S. Attorney Mary Catherine Baumgarten, who is handling the case. During the communications, Warner, who knew the victim was 14, made sexual references and statements, and sent sexually explicit images of himself to the victim. Warner also asked for and received nude photographs of the victim.
New York State Police charged Warner Jan. 24 with second-degree rape, second-degree criminal sex act and disseminating indecent material to minors, all class D felonies. Troopers said Warner drove to the victim’s residence during the early morning hours of Jan. 23 and had sex with her. The victim’s legal guardian reported the incident to state police.
On March 27 in Cattaraugus County Court, Warner pleaded guilty to second-degree rape, a class D felony, and endangering the welfare of a child, a class A misdemeanor. He is scheduled to be sentenced on those charges July 12.

California man facing federal child porn charges after raping Farmersville teen Jul 8, 2017


CENTRALIA, Wash. – A convicted rapist was sentenced to 20 more years in prison Monday for taking sexually explicit photos of children that he was babysitting.
According to court records, 33-year-old Brandon Phelps took photos of a 9-year-old while he “forced the young girl to engage in sexually explicit conduct.”
He also took photos of another young child while she slept, officials said.
Phelps was already serving a more than 15-year sentence for molesting a child in 2009. Court records show that Phelps was also convicted of raping his adult girlfriend while she slept.
“Deterrence is very important. Word must be out there for others like you that, if you engage in these crimes - child sex offenses - you will receive very long sentences,” U.S. District Judge Benjamin H. Settle said during Phelps’ sentencing on Monday.
Once released, Phelps will be under supervision for the rest of his life.

A Corbin man has admitted that he encouraged the rape of a boy and pleaded guilty to producing child pornography.
Raymond Hollon pleaded guilty Monday in federal court in London. The charge carries a sentence of 15 to 30 years in prison.
The investigation that led to Hollon’s arrest began after the FBI searched a home in Massachusetts and found graphic images of child porn that the man there had sent to an email account registered to Randall Hollon, Raymond’s twin, according to a court record.
In January, the FBI searched the home in Corbin where the twins lived with their mother and found electronic devices linked to both men that contained pictures and videos depicting child pornography, according to a sworn statement from FBI special agent Thad Lambdin.
Raymond Hollon told an FBI agent that he sent images of child porn to others so he could get images in return, and that he liked girls ages 8 to 10, according to Lambdin’s affidavit.
Each twin had an electronic device with more than 1,000 images of child porn, and Raymond Hollon told authorities he had abused more than 15 children, according to a detention order in the case from U.S. Magistrate Hanly A. Ingram.
Raymond Hollon pleaded guilty to one count of producing child pornography.
He admitted in his plea that on Jan. 3, he communicated online with a person identified as “Pepin.” The man sent him images of a prepubescent boy whom Pepin said was his son.
During the conversation, Hollon “encouraged and directed” Pepin in a sexual assault on the boy, telling Pepin what he wanted to see him do, according to Hollon’s plea agreement.
Pepin sent Hollon images of the assault, according to the plea.
In addition to a prison sentence, Hollon’s plea calls for a special assessment of $5,000 and restitution of $10,000.
Hollon has been in custody since he was arrested. His sentencing date has not been set.
Randall Hollon is charged separately with receiving, distributing and possessing child pornography, and with engaging in a child-exploitation enterprise by taking part in the offenses with three or more others.
He is scheduled for trial later this month.

Corbin man admits encouraging boy’s rape, pleads guilty to producing child porn BILL ESTEP JULY 11, 2017


A south Devon man who is a Police Community Support Officer and a Scout leader has been charged with sexually assaulting a young boy and having child abuse images.
Matthew Hopkins, 29 from Ivybridge, appeared at Torquay Magistrates Court charged with four counts of having indecent images of children, three counts of making indecent images of children and one count of possession of an extreme image.
Hopkins also faces one count of sexual assault on a boy aged under 13 by touching, alleged to have taken place between 2003 and 2007. Hopkins was granted bail and will next appear at Plymouth Crown Court on August 7.
It is understood Hopkins was a Scout leader in South Devon, reports plymouthherald.
A spokesman for the Scout Association said: "We are aware of this case. We have been cooperating fully with the police since this matter come to our attention in December 2016.
"At this time the individual concerned was suspended from their role with the movement. As this in an ongoing police investigation we are unable to comment further at this time"
A spokesman for Devon and Cornwall Police confirmed Hopkins was a PCSO based in Plymouth. The spokesman said: "He was suspended from duty at the start of the investigation. Internal disciplinary proceedings will begin when all criminal legal proceedings have been completed.
"Devon and Cornwall Police expect the highest professional standards and ethical behaviour from its staff and will robustly investigate misconduct and alleged criminal offences."
